The 2025 naturalization civics test is the version for Form N-400 filings on or after October 20, 2025. USCIS describes it as an oral test of 20 questions chosen from 128. You pass with 12 correct answers. You do not pass if you miss 9. The officer can stop as soon as either of those lines is reached, so some people are asked fewer than 20.
How to read the official list
The public list is USCIS form M-1778, 128 Civics Questions and Answers. Many questions accept more than one answer. You only need to give the number the question asks for. If several answers are listed, any one of them can be the one you memorize, as long as it is still correct on your interview day.
Answers that are not permanent
Questions about your senators, your representative, your governor, your state capital, the president, the vice president, the Speaker of the House, and the chief justice are not trivia you can freeze in 2025. USCIS keeps a test-updates page for the federal officers. State and district answers come from where you live. This site lists the federal names that were on the USCIS updates page when we checked it on November 3, 2026, and tells you when an answer varies.
The 20 starred questions
Twenty questions are marked for applicants who qualify for the 65/20 special consideration. They are not a shortcut for everyone else. If you do not qualify, study all 128. The full list, with stars, is on the 2025 civics test page.
